yeah the file system that you describe pretty-much sounds like a blueprint of  OS X Tiger's file system, that powers Spotlight.

A lot of applications are making use of spotlight too. and 3rd-party developers can create plugins to have their application data indexed in special ways.</description>

As for Open Source BeOS, I wouldn't hold my breath. But at least there is Zeta if you want to pay for some BeOS R5 updates.</description>
